First, you should make your boss clear that  the  *only*  purpose  of
your IT folks is to *support* your work, not to ratten it.

That said, I still see no reason why you should not be able to access
the CVS repo. I guess your firewall allows HTTP, and you  can  tunnel
*anything* over HTTP. For example, see the last section in
http://www.denx.de/wiki/view/DULG/UBootVersions for a description how
to tunnel CVS over HTTP using cvsgrab.
