Indeed, this is apparently fedora specific, i.e. selinux
specific. Try to find how to load a policy or just ignore it with the
"enfocing=0".
More about at fodora wiki or manuals, i've googled this:
"This
usually means that you’ve set SELINUX in enforcing mode within
/etc/sysconfig/selinux or /etc/selinux/selinux.conf but you don’t have
the appropriate SELINUX packages installed. To fix the issue, boot the
server into the Red Hat rescue environment and disable SELINUX until
you can install the proper packages that contain the SELINUX targeted
configuration.
This kernel panic appeared on a Red Hat Enterprise Linux 4 Update 5 server."

I've had this problem for quite awhile (since RTAI-3.2 or so I think).
My workaround (that I found some where on the web) is to add
"enforcing=0" to the end of the "kernel" line in the /boot/grub/menu.lst
file (which points to /boot/grub/grub.conf). I'm sure there's an
underlying issue that I don't understand but this seems to be an
adequate workaround and everything else seems to work fine.
