[Rtai] Announce: rtai-3.6.1 is available

This is the first maintenance release of the 3.6 series.  It contains:
- support for 2.6.24
- updates and enhancements to RTAI-Lab
- fix of spurious HIGHMEM behavior
- other fixes and improvements.
