[Rtai] Install RTAI files for Scilab-4.1.2

I'd like to avoid additional emails about installing RTAI files for 
Scilab-4.1.2:

- The files under the RTAI distribution (included RTAI-3.6) are not compatible 
with Scilab-4.1.2 and can be used only with Scilab-4.1.1
- The files for Scilab-4.1.2 can be found at

    www.dti.supsi.ch/~bucher/scilab.html

under the name "scilab412.tgz"
- The associated README explains how to install these files.

The (very good) description under

contains an error, because changing the version of Scilab in the Makefile 
(Section 7.5) doesn't lead to a correct installation.

The Vulcano version of RTAI contains now the new files for Scilab-4.1.2. The 
installation is a little different compared with the old one, because now I 
want to better follow the Scilab method. The files are now installed under 
the "contrib" folder of Scilab and no more under "macros". This allows in the 
future to add some blocks (not RTAI specific)  to the Scicos simulation chain 
in order to use them in the simulation phase too.
